Purpose
The National Correspondent Network (NCN) deploys field personnel to document news, public events, and developing stories as part of its journalistic mission. This policy explains when NCN deploys field personnel and when the Bicycle Response Unit (BRU) may be used.
When NCN May Deploy Field Personnel
NCN may deploy field personnel when there is a legitimate journalistic purpose, including:
- Breaking news and developing stories
- Public meetings and government proceedings
- Protests, vigils, marches, and demonstrations
- Community events and gatherings
- Public safety incidents and emergency response
- Weather events and natural disasters
- Court proceedings of public interest
When the BRU May Deploy
The Bicycle Response Unit may be used when bicycle-based field coverage allows NCN to document an event safely and efficiently, including:
- Crowded or vehicle-restricted areas
- Protests, marches, and demonstrations
- Community gatherings and neighborhood events
- Developing stories requiring mobile coverage
- Public safety and weather incidents
A BRU presence request may be submitted by community members, organizations, and event organizers. A request does not guarantee deployment.
Safety Standards
NCN field personnel prioritize personal and public safety at all times. Personnel are expected to follow the direction of law enforcement and emergency officials and to avoid interfering with public safety operations.
Press Conduct
NCN personnel conduct themselves as journalists. They observe, document, and report. They do not participate in, organize, or direct the events they cover.
No Guarantee of Coverage
Submitting a coverage or BRU presence request does not guarantee that NCN will deploy personnel or publish coverage. NCN evaluates each request based on journalistic value, available resources, and safety.
Public Safety Comes First
Public safety always comes first. NCN personnel do not place themselves, the public, or first responders at risk to obtain coverage.
Deployment May Be Canceled or Ended
NCN may cancel or end a deployment at any time if conditions become unsafe, if the event changes in character, or if continued coverage is no longer appropriate.
NCN Does Not Provide Security or Emergency Services
NCN does not provide security, crowd control, emergency services, or law enforcement functions. NCN personnel are not security personnel and have no authority to direct crowds or enforce rules.
NCN Documents — It Does Not Organize or Endorse
NCN documents news and public events. NCN does not organize, sponsor, endorse, or participate in events it covers.
NCN personnel are deployed for journalistic purposes only. Field deployment does not mean NCN endorses, sponsors, organizes, or participates in an event.
